The paper examines the Eu communication policies aimed to promote a better relationship with citizens. The European institutions, mainly the Commission, increased the attention in public communication in relevant stages of integration process, but the crises were particular occasions to remark the need to improve practices that allow the building of meaning regarding the interconnected European experience. As many scholars highlight: Europeanization is a work in progress, a project in identity and it is important to stimulate feelings of belonging because, by itself, the institutional architecture is inadequate. The institutional discourse too have recognized the central role of communication processes.
