The 2013 will be an important turning point for the European policies and institutions. Indeed, the start of a new programming period for the EU budget will coincide with the implementation of a new Common Agricultural Policy. A wide range of opinions and positions on the post 2013 are emerging: EU institutions, national governments, stakeholders and researchers are increasingly debating on the future of the CAP and, at the same time, on the financial perspective of the EU. Indeed, since these two issues are strongly interconnected, the future of the main CAP instruments and measures is highly dependent on the EU institutions decision-making process. The analysis of this complex and articulated debate highlights the main challenges of the CAP on the post 2013, which are mainly related to the future of direct payments as well as of the role of the CAP in providing public goods at the scale required by the society. The paper shows that the current debate of the CAP is characterised by an increasing awareness of the need of identifying and implementing new policy instruments and measures, which will need increasing their effectiveness in responding to farmers’ needs and, at the same time, meeting the new demand of the European citizens and taxpayers.
