The paper focuses on the modulation of direct payments offering a simulation of the effects of the most recent version of the tool, proposed in the document on the Health Check of the CAP. The new modulation is composed by the basic modulation (5%), and by two new components: the additional modulation (that rises the rate up to 13%) and the progressive one, introducing a system of thresholds in the reduction mechanism. The results highlight that the new modulation would lead to a clear increase in the resources shifted to the II pillar of the CAP. However, withdrawals in Member States would be only marginally influenced by the progressive component of modulation. Moreover, the redistribution capacity of the new modulation is much reduced, depending it only upon the basic component. At the regional level, the identification of the criteria with which to distribute resources coming from modulation to the regions is key: in terms of financial resources, the gap between a criterion that follows the cuts in the direct payments and one based on the amount of resources available for the local RDPs is quite wide.
