This article aims at investigating the origins of a scientific and administrative institution founded in Italy by the minister of the Interior Francesco Crispi: the School of Specialization in Public Hygiene in Rome, which was established to ensure the vocational training of the Italian health personnel. Focusing on parliamentary and archival sources, by this article I try to demonstrate how medical and political debate about the new institution was actually an attempt to delegitimize the health legislation adopted in Italy from 1888
