The signing and implementation of the European Union’s Global Security Strategy included a change in EU’s relationship with the countries in Latin America and the Caribbean (LAC), particularly with Cuba. The Strategy includes the signing of the Political Dialogue and Cooperation Agreement (PDCA) with Cuba as a key element to accompany the modernisation of the economic and social model by the Government of Cuba, and to relaunch the leadership of the EU in LAC. In this context, on 6 December 2016, the Council of the European Union approved to repeal the EU’s Common Position against Cuba. Finally, the first PDCA between the EU and Cuba was signed on 12 December 2016 in Brussels. For this reason, this contribution discusses how the EU could continue to export its principles and values to LAC civil society and accompany the social and human rights changes that can be carried out in Cuba within the framework of the EU Global Strategy of 2016 and of the Political Dialogue and Cooperation Agreement
