The growth of smart cities is forcing governments to focus their efforts on increasing public value creation. Based on prior research and perceptions of city practitioners in European smart cities, this paper analyses public value creation in regard to smart cities. It examines the model of citizen participation, the responsibility for smart city development, and the outcomes to be achieved in smart cities. The results indicate that public value creation surpasses the capacities, capabilities, and scope of their traditional institutions and their classic processes of governing, so that new and innovative forms of governance are needed. Hence the creation of public value in the context of smart cities is based on smart urban collaboration, which promotes the use of new technologies to adopt a more participative model of governance.
