The essay argues that Europe can be understood through the concept of cosmopolitanism which fully reflects its nature, history and future possibilities. In different eras of European history, this concept has been transformed from an ethical-normative ideal of community and of open mindedness into hybrid patterns, allowing the focus on the dynamics of both resistance and change that frame the process of unification. Cosmopolitanism is evolving from a categorical imperative and a rational project into a new modality of cognition. In this way it acquires an empirical and analytical value inside a reality that seems to become structurally cosmopolitan. This allows a wide thinking about the democratic transformation of EU and about its role in front of the present and future challenges.
