This paper examines a risk management approach to farming in a highly variable and uncertain climate. The approach is based on experience gained in the insurance industry, which is significantly impacted by extreme climate events. Governments, businesses and individuals must consider the implications of a variable and uncertain climate as a normal part of decision-making based on risk, just as they would for factors affecting profitability, such as market price and fuel price movements, labour costs etc. In addition to certain generalities concerning water availability, specific agricultural industries are sensitive to specific climatic features. It is important in a risk management approach that climate risks are identified in as much detail as possible. For example, mean rainfall is not necessarily a good guide to agronomic profitability. Inter- and intra-seasonal rainfall reliability are much more direct measures of rainfall pattern that have agronomic significance. A fundamental principle is that the entire process of managing for climate risk needs to be producer-driven rather than imposed by outside organisations, including governments. An important role of government and industry is, however, to assist in enhancing decision-making and adaptive capacity. Partnerships are required between government and land managers to identify climate information critical to land management and business decisions and develop data and tools to help analyse and manage climate risks.
