In recent years governance has gained increasing importance both in the research and the practices of EU rural agricultural policy. In this paper, we discuss the ambiguous use of the concept of governance in the process of the reorganization of public system and modernization of public administration. After that, we critically analyse the role of the policy instruments that characterize the evolution of the EU rural development policy and its consolidation. The analysis contributes to the debate on the ability of these political instruments to reflect the original forms of the basic principles such as subsidiarity, integration and partnership/consultation. Finally, we try to develop some reflection for the understanding of the evaluation of their logic evolution process and their implementation.
