In the latest decades, public intervention in the agricultural sector was subjected to major changes promoted by both EU and national policies, with particular reference to the “devolution” process, i.e. the assignment of functions and resources from the State to Regional and Local bodies; to this extent, law no. 42/2009 has recently enforced art. 119 of the Italian Constitution (fiscal federalism) by the introduction of Performances’ essential levels (LEP). Starting from the juridical and cultural rational behind the latter, this paper aims to identify the main implications for the agricultural sector and presents three regional case studies (Lombardy, Tuscany and Calabria) to propose several methodological indications.
