There has been a continual rise in poor living conditions throughout Europe, due to the effects of the economic crisis and the rapid change of society and the traditional family. As aresult, there emerged the need to reconsider the role of the public, with attention focused onthe particular discomfort of the individual and/or the nuclear family, as well as the community as a whole. Social housing refers, in fact, to a wide range of tools, designed to respond to the ever greater demand for housing, which calls for equally flexible solutions, in both policy and practice, starting with a clear definition of competencies and procedures, allowing for quick and collaborative decisions, clear time frames and the correct allocation of resources. However it not the resources but the individual and his needs that, in the light of the Constitution, must be the focus, and the measure, of the system.
