A COMMUNITY PLANNING FOR SUSTAINABILITY, COMPETITIVENESS AND SAFETY OF ITALIAN TOURIST DESTINATIONS. - This first contribution will make some initial reflections and proposals on how Italian tourism, blocked by the COVID-19 pandemic, can not only recover but overcome problems already evident before the crisis and become more sustainable and competitive. Certainly, the return of tourists and the resumption - or, in many places, the “restart” - of tourist activities require, as preliminary conditions, the defeat of the virus, the restoration of a healthy environment, and at the same time the survival of businesses of services for tourists. So the actions of the Italian government and other European governments are rightly oriented towards these two objectives. However, this calamity reinforces the need to promote the prevention and reduction of risks and damage as a strategic development objective, through the creation of specific mechanisms and, at the same time, incentives for the diversification of the economic base, and the selection of types of tourism as well. The satisfaction of these needs - as well as those of increasing sustainability and competitiveness, objectives out in the Strategic Plan of Tourism of Italy 2017-2022 (PST) - require careful planning (strategic and operational) of the development of each tourist destination, which can only be fully participated on this scale and allow cooperation between the subjects of the local system to make it more competitive and “resilient”. The national PST instead is essentially a set of sectoral programs which, although important and to be implemented, do not promote cooperation between the subjects of the tourism system or the integration between the tourism sectors and their environment (physical-biological, socio-economic and ideological-cultural). Only by conceiving development policy as a territorial policy and therefore only by adopting “community” planning - that is, participatory and systemic - is it possible to allow the progress of tourist destinations and make tourism a secure and lasting basis of the national economy.
