The essay analyses the beginnings of the Italian Prime minister’s legislative office from its institution within the Presidency of the Council of Ministers’ cabinet, just after the end of the Second World War. The analysis focuses on the most important civil servants contributing to its birth (i.e., Beniamino Leoni, historic Head of the staff), the main problems the office had to cope with, its organizational framework, and the first constitutional practices in the field of sources of laws’ production.
