67Changes produced by the digital transformation have led to a different
understanding of the roles of the State, the citizens and the society. The
health crisis induced by the Covid-19 added to this scenario bringing
about the need of digital agile responses by the Government through reinforced competencies to leverage digital tools and data, to operate in an increasingly digital environment and ultimately to increase the
resilience of public services to external shocks.
In this new view of digital government, a prominent role is played by the ‘platforms’, where collaboration and available technologies give citizens the option of participating in the production process of government tasks.
The concept of platform linked to the public sector is spreading rapidly and public institutions are increasingly using digital platforms to share information with citizens and organizations that can help them carrying
out their activities. In this sense, digital platforms help governments to
provide services of public utility and value creation.
In this Note the use of platforms in Government and the related concept
of ‘Government as a Platform’ will be investigated together with the instruments that public administrations can put in place to facilitate the passage to this enhanced form of cooperation with citizens.
