With the instructions of the 24th April 1815, Habsburgs provided Lombardy with representativebodies at provincial and regional level. The article analyses the formation and composition of theseassemblies, showing how, despite local differences, city élites monopolized the assemblies and imposedtheir hegemony on rural élites. Too biased in favour of cities, the assemblies represented a bottleneckfor emerging social classes, weakening the stability of Habsburg political system in Lombardy.
