The paper analyzes the issue of presidential powers towards the federal administration in the United States of America. Since the Constitution of 1787 does not contain precise references to the administrative system, the priority given to administrative values depends on the different prevalence of the governing bodies, in particular the President and the Congress, within the form of presidential government. After his election, President Trump announced profound reforms of the administration in the direction of significant «deconstruction» and of reduction of traditional administrative functions.
