88In the last years of the nineteenth century the alarming situation of the public order in Rome urged a specific reform project for the police of the capital, desired by the Prime Minister Di Rudinì in 1897, on the model of Paris and London police systems. The new system provided for the attribution of the entire responsibility to the prefect, the control of the city territory by guards permanently assigned to the same district, the creation of an anthropometric office, a careful selection of personnel and a substantial increase of the guards. The reform was sunk in 1901 by the Interior Minister Giolitti, adverse to a specific system for the capital city.
