According to the 1993 Constitution, Russia is a secular state. However, it has been indicated that as a substantial part of the Russian population is religious, it is possible to depart from this principle in favor of public interests. The author tries to answer the question of whether such departure is admissible. It is concluded that public interests are diverse and held by various social groups; therefore, public interests related to religion are actually protected only in a secular state.
