The purpose of this article is to analyze certain formulations of classical exponents of the Brazilian authoritarian thought - Oliveira Viana and Azevedo Amaral - on technical councils and its role in the development process, planning, and modernization of the Brazilian State. As a hypothesis, it indicates that in the thought of Oliveira Viana and Azevedo Amaral not only technical advices would shape a "technocratic space" to overcome the political élite ignorance of the "national reality", but technical councils would act as a proxy, promoting the interaction between administrative and bureaucratic ranks, the "economic class" and private interests. Actually, the concrete historical experience of this interaction led the planning guidelines and development of the Brazilian state.
