492In the 20th century, security has been conceived by International Relations as a form of political rationality that the international system adopted so as to build a positive order outside the space of sovereignty, thus granting the pluralistic character of that order and the possibility for projects of political emancipation inside it. The transformations of the contemporary system allowed a greater consciousness of security as an operative political mark, but they make it ineffective as a regulatory principle of the world politics.
