This essay is related to the different connections between constitutional liberties and Welfare State in the common juridical frame of fundamental rights.After analyzing the theories emphasizing the clash between social rights and civil liberties, the author examines the spheres of reciprocal development and integration with special regard to the legal protection of persons with disability under the light of the United Nations Convention on the Rights of Persons with Disabilities (CRPD).
