The work reconstructs the events that led to the elaboration, at nationallevel, of the principles relating to the reform, by the regions, of the pensiontreatments of the former regional councilors, on the basis of a contributoryrecalculation system.The work then analyzes the discipline adopted in this matter by thePiedmont region, also considering the problems that this affair has highlightedwith regard to the relations between the regional council and theregional executive branch.
