The exclusion from labour market and the unemployment are obvious consequences of imprisoning. Those effects should be mitigated through the inclusion of detainees in prison labour and the social insurance benefits provided by the welfare. The article analyzes the relationship between prison labour and the unemployment insurance system in the light of the so-called Fornero reform Act, focusing on the legal and factual causes of the systematic exclusion of prisoners from the social security system. It examines the new rules introduced by Fornero reform that bans convicted terrorists and members of organized crime from welfare and social security programs.
