The paper borrows from Walter Benjamin the idea of the porosity of the city of Naples, and applies it to some problems of administrative law, such as the secrecy of public tendering. In this perspective, the analysis of Italian jurisprudence allows one to spot a «grey zone» where a mingling of public and private interests may be found, which fits into the characterization of administrative law as «porous».
