The problematic issues that arise as a result of the growing multicultural and multireligious characterization of our globalized society give rise to the need to identify rules of coexistence that effectively respect the primacy of the order and the value dignity of the human person. In this context, the guarantee of freedom of religion for all (believers, non-believers, otherwise believers), both individually and collectively, while being a founding element of the ideal and cultural pluralism of the Fundamental Charter, should be implemented through the adoption of a general law capable of ensuring, directly and immediately, the full effectiveness of the constitutional principles of equality, secularism and the full realization of the human personality.
