The article examines the peculiar relationship among national laws, regional laws and collective bargaining in the regulation of the three contracts of apprenticeship that can be used in Italy and, more generally, in the regulation of the employment relationships that contain a vocational training element. All these employment contracts and relationships are illustrative of a sort of 'competition of competence' among the national rule maker, the regional rule makers and collective bargaining. A particular attention has been given to the jurisprudence of the Constitutional Court, which provides directions with reference to the distribution of competence between State and the Regions. By the analysis of Constitutional Court's case law, it derives that this court often considers the duty of cooperation among all the social and institutional bodies involved in the regulation of apprenticeship and of the other training relationships as one of the most important aspects. Finally, this article takes into consideration the 2006 Bill before Campania Region concerning work and vocational training, which has been observed especially in order to find its most innovative characteristics. The 2006 Bill concentrates its attention particularly on the training of apprentice and the trainee, even from the point of view of boosting this kind of employment relationships.
