Support analysis to agriculture shows an overall diminishing trend and its dependence on EU budget. The hypothesis of returning back to national agricultural politics do not get the trust of farmers. Co-financing of EU policies has been generally preferred to financing local ones. “Titolo V” Cost. reform enlarges regional autonomy and could lead to an increase of the public expenses, in a period of lack of resources driven by the growing healthcare expenses. Moreover, the reform could be seen as an opportunity as it broaden regional responsibility to new items shifting the object of the intervention from agricultural sector to rural area. In this contest local institutions need to play an active role in setting new governance models to define guidelines to redirect the demand of policies coming from agriculture. For agricultural sectors these means to enlarge financing system from PAC to the PRU (Unique Regional Policy) which get access to co-financed policies (FSE, FESR) and additional FAS resources exploiting the opportunities created by QSN (National Strategic Framework). At this stage, the role of the Agricultural Organization can be key to guide this process, helping their own members, in getting access to possible financial sources like PRU.
