Lombardy regional law n. 12/2005 has compelled all the municipalities to replace their act ofurban planning, the general regulator plan, with a new type of act, the plan of land government.The essay considers the rules about the forming proceeding of the new plan, a judgement of theadministrative tribunal about these rules, the proceeding of Milan land government plan and thelegal problems of this proceeding.
