Napoleon was always interested to the roads of his empire, becausehis strategy of war was founded on the war of movement and so to havestreets in good conditions was very important for him and for his military campaigns. Another aspect of this care for the roads was the social and economic development, especially in Italy and in the territory of Taro's Department, because the Italian country was very rear in these realms. The newspaper "Giornale del Taro" in the years between 1811 and 1814 spoke largely about infrastructural inner works in the Empire, underlining the importance of the streets for economic integration of Napoleonic system. Moreover, the action of the prefect Delporte in Taro's Department brought an efficient administrative policy, the assumption of responsibility of local powers and so the modernization of the bureaucratic machine in the territory of Parma and Piacenza.
