Abstract

The evaluation of Third Mission activities is a widely studied topic as far as it concerns the University setting; literature provides a scant investigation on research centers instead, especially for Public Research Institutions (PRIs). The aim of this work is to analyze the peculiarities of the Third Mission activities of an Italian PRI. Specifically, the present dissertation focuses on Technology Transfer and it aims at defining a tailored Performance Measurement System (PMS). The stated research aim is articulated into the following research questions: “Which are the PRI’s peculiarities that affect the design of PMS for the valorization of PRI’s Third Mission and how does the external context affect it too? Which are the performance dimensions, tailored indicators, structures and processes of a PMS for Third Mission evaluation? What is the most likely profile of the firms that collaborate with the INFN?” After a review of the international and national current literature, this dissertation investigate the topic of Third Mission within research centers with the single case study methodology. The case investigated is the National Institute for Nuclear Physics (INFN) and its relationship with partner companies. The investigation is conducted with a multi-method research strategy, i.e. direct interviews with researchers and survey to companies, to detect different aspects from both the internal and the external context. The presentation of findings is followed by the presentation of a proposal for the analysis of the Technology Transfer Process model and the related most suitable indicators will be proposed. In order to give a complete picture on the process and on the actors involved in it, a profile of the companies that collaborates with INFN will be provided. Future research avenues are also identified in the concluding section, together with the research limitations.
