Abstract

The thesis is the result of the study carried out during the industrial attachment period at 3M Innovation Singapore Pte Ltd and deals with the performance evaluation of the packaging and shipping operations. The increase in number of products provided to end customers and growth in the variety of packaging and shipping options negatively affect the productivity of the company’s pack-out department, which is in charge of the final steps in the outbound logistics process. The activities carried out by the pack-out department include packaging, labeling, preparing shipping documents, weighing shipments to determine shipping charges, consolidating orders, releasing shipping units to forwarders, invoicing, billing, etc. The department was previously in charge of the packaging operations for one business only, but the introduction of new businesses has resulted in increased number of products managed and decreased productivity. The main objectives of the thesis are the determination of the time standards for the packaging and shipping operations, the identification of the workforce requirements and the evaluation of the pack-out department’s productivity. First, a preliminary study of the current processes is carried out and a time study performed in order to collect the time values which are subsequently used to determine the time standards for each product line. The results of the previous time study carried out by the company are then compared to the time values collected and a new time study method which differentiates between constant and variable job elements is presented. Second, a staffing model is developed to evaluate the gap between the actual workforce level and the theoretical full-time-equivalents needed for the pack-out operations. In addition, the workforce level required in each time period is determined by taking into account the efficiency level. Lastly, a set of logistics performance measures is introduced and the performance of the packaging and shipping department evaluated focusing mainly on labour productivity. In conclusion, the thesis presents a structured approach to the evaluation of the pack-out department’s performance through the definition of time standards and utilization of staffing models and logistics key performance indicators.
