Abstract

The movement of freight is a vital ingredient in achieving economic sustainability and for enhancing our lives in many different ways, but the actual system, based upon road transport, is no more sustainable both from the efficiency and the environmental point of view. The solution is the intermodal freighting, which allows the combination of two or more modes of transport for the transportation of a single loading unit from an origin point to a destination. To help in achieving such an objective, the Intermodal sector has established the EIRAC (European Intermodal Resaerch Advisory Council), whose mission is to create a co-ordinated Intermodal change strategy for Europe and provides the basis on which the Intermodal transport Industry, national transport authorities and European authorities will act together to implement the necessary changes in Intermodal Transport. At this purpose EIRAC proposed a “service kit”, a sort of briefcase for its members to face research and spreading the EIRAC messages: it contains many tools, which are contractual deliverables to its members. In particular the deriverable D13 is the definition of a methodology for evaluating the impact of the investments in intermodal projects, based upon the characteristics of intermodal transport: such a methodology will be used for the creation of a tool dedicated to the evaluation of the impact of proposals for possible new and old research project. Across the bibliography research four main performance measurement methods, which contemplates not only economic aspects, but also operative, organizative, environmental, etc., has been identified: the Balanced Scorecard, the SCOR model, the Logistic Scoreboard and the LogistiQual model. For the EIRAC impact assessment tool realization, a matrix of indicators (originated from the bibliographic research) has been realized by intersecting four main EIRAC’s pillars of research (which are: interoperability between modes, Logistics, Security and Education and Training) with the nine characteristics of the intermodal transport: seamless, reliability, availability, accessibility, security, sustainability, accountability, affordability, transparency. For every performance indicator a sheet has been created, including the definition, the formula, the unit of measurement, the inputs description, the application and the references.
